In MachXO2's case, the internal oscillator is always on which adds the dynamic power power to the device. The Misc tab lists the internal clocks that are running for the blank part. The internal oscillator is needed for configuration and thus it cannot be turned off. If you want to remove the dynamic power in the GUI, you must set the MCLK standby mode to YES, and turn off the osc.
