Diamond Programmer: Does Diamond Programmer require InpOutx64.Sys?

The "InpOutx64" is a required library that acts as the driver to support the parallel port download cable programming for Windows.

The only exception is when using HW-USBN-2B which does not require the "InpOutx64" library.
