MachXO: Why are there two different IOL/IOH values in the sysIO Single-ended DC Electrical Characteristics table of the MachXO Datasheet?
When we go closer to the rails, the amount of drive we need drops. So, at 0.2 V from the rail, you will see lower than the 4 mA, 8 mA, 12 mA, 16 mA drive. As per the datasheet, it should be lower than the 4 mA, 8 mA, 12 mA, 16 mA but higher than 0.1 mA, at 0.2 VOL and VCCIO-0.2 V VOH.
