Pin assignments must be specified in the top-level source file.
If using -
- Schematic - Use components from the 'iopads' schematic library and edit the symbol attribute 'PinNumber' to assign the pin.
- ABEL - Specify a pin number when declaring the pin
- VHDL or Verilog - Use the attribute 'LOC'
