Do I need to power up unused IO banks?
Lattice recommends that you connect the VCCIO pins of unused banks to any supply between 1.2V and 3.3V. We do not recommend leaving these pins floating or connected to ground. VTT pads that reside in unused IO banks should be left unconnected.
