MachXO3D: The VCCIO0 ( Bank 0 ) is tied to 1.8V making the JTAG interface 1.8 V. Can I pull the TDO output higher ( 2.5V, 3.3V )than the VCCIO?
No, the user the customer needs to Change the VCCIO0 to the set voltage( 2.5V, 3.3V ) or Use a 1.8V to (2.5V, 3.3V ) level shifter.
