Why do both 0.80mm pitch caBGA121 and caBGA256 have the same Optimum PCB SMD and NSMD recommendations?

The Optimum PCB SMD and NSMD recommendations in Table 3.2 of FPGA-TN-02024, goes over an analysis wherein several factors were considered to produce a 100% IO utilization sample breakout.
Some of the items being considered but not limited to are the body size, pitch, number of PCB layers, via structure, etc.

This is why there are times wherein even the packages have different Package BGA Solder Mask Opening Diameter, they have the same Optimum PCB SMD and NSMD recommendations.
