Does LatticeECP3 HDMI/DVI Interface reference design support HDCP encryption?

No, currently RD1097 - LatticeECP3 HDMI/DVI Interface reference design supports HDMI (High-Definition Multimedia Interface) physical-layer protocols including TMDS (Transition Minimized Differential Signalling) and TERC4 (TMDS Error Reduction Coding). But it does not support High-bandwidth Digital Copy Protection (HDCP) encryption which requires licensing from Intel subsidiary Digital Content Protection. Users can obtain a commercial HDCP IP core from a third-party IP vendor.
